This study is intended to explain how the influence of the Covid-19 pandemic on the agricultural sector which affects national food security. Therefore the focus of this study is to find out collaborative government between the government, the community, or related parties in providing food needs for all residents in Indonesia through directions from the Ministry of Agriculture through increasing domestic agricultural production so as to reduce food prices to be stable, even more for urban resident, who rarely have agricultural land through the Urban Farming program. This study focuses in Bandung City, because Bandung has implemented the concept of the gardening village through mass farming activities. This happened because of the conversion of agricultural land into residential land, resulting in narrower land for farming. This study uses the Literature Study method by analyzing various result and information is carried out by collecting various written sources with several relevant documents. The result of this research is collaborative governance which is established in an effort to improve food security during a pandemic, especially in Bandung through the implementation of the urban farming program policy, which is more dominant in the community. Through the urban farming program policy has a positive impact in Bandung City. Therefore, the successs of the urban farming policy in Bandung reflects a collaborative government that runs effectively and efficiently.
