ERADICATE BUREAUCRATIC CORRUPTION THROUGH COLLABORATIVE GOVERNANCE

The corruption eradication agenda is able to borrow a collaborative governance approach through one of which is the balance of the role of society against dominant government actors and the implementation of several main schemes in monitoring public assets. So far, society is not aware of various frauds even though they are involved in it. Not only society, employees at lower levels also do not move even when they lose the rights to what they should maintain for the public. So this research has looked further at how corruption occurs, one of which is due to the imbalance of roles between actors which results in the domination of certain actors and imbalance between actors. The research was conducted in one of the districts in East Java using observational techniques in extracting data. The observation activity lasted for 11 months and was carried out in one of the government institutions. This research attempts to design a scheme to prevent and alleviate corruption cases at the bureaucratic level through three main schemes: internal mechanisms, protection of the identity of reporters, and provision of incentives to strengthen collaborative governance aspects in dealing with bureaucratic corruption cases.
